Here are some notes and links.<\/p>\n\n\n\n<!--more-->\n\n\n\n<h3 class=\"wp-block-heading\">The EU&#8217;s AI Act<\/h3>\n\n\n\n<ol class=\"wp-block-list\">\n<li>The Commission <a href=\"https:\/\/digital-strategy.ec.europa.eu\/en\/policies\/regulatory-framework-ai\">comments on the goals of the AI Act<\/a>, the <a href=\"https:\/\/artificialintelligenceact.eu\/\">EU&#8217;s landing page<\/a> and <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=CELEX%3A32024R1689\">the legal text<\/a><\/li>\n<\/ol>\n\n\n\n<p>The landing page says, <\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><a href=\"https:\/\/artificialintelligenceact.eu\/the-act\/\">The AI Act<\/a>&nbsp;is a European regulation on artificial intelligence (AI) \u2013 the first comprehensive regulation on AI by a major regulator anywhere. The Act assigns applications of AI to three risk categories. First, applications and systems that create an&nbsp;<strong>unacceptable risk<\/strong>, such as government-run social scoring of the type used in China, are banned. Second,&nbsp;<strong>high-risk applications<\/strong>, such as a CV-scanning tool that ranks job applicants, are subject to specific legal requirements. Lastly, applications not explicitly banned or listed as high-risk are largely left unregulated.<\/p>\n\n\n\n<p>The AI Act may need another page, my <a href=\"https:\/\/davelevy.info\/wiki\/digital-market-regulation-in-the-eu\/\">digital regulation in the EU page<\/a> does not cover it, although it probably should. <\/p>\n<\/blockquote>\n\n\n\n<h3 class=\"wp-block-heading\">Chat GPT and Fair Use<\/h3>\n\n\n\n<p>Let&#8217;s remember that it&#8217;s potentially biased and what its author&#8217;s interests are, <a href=\"https:\/\/chatgpt.com\/c\/67cdb6e6-7718-800d-a8c6-022e05975c0c\">it says<\/a>,<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>The EU does not have a broad, open-ended <strong>fair use<\/strong> right, but it does allow limited exceptions to copyright law that function similarly in specific circumstances.
