This is an act of legislation but they have convened a European citizens panel <a href=\"https:\/\/citizens.ec.europa.eu\/index_en\">https:\/\/citizens.ec.europa.eu\/index_en<\/a> \u00a0on the topic; its rercommendations are <a href=\"https:\/\/citizens.ec.europa.eu\/european-citizens-panel-new-european-budget_en#paragraph_682\">documented here<\/a>. No matter the cynicism and valid criticisms aimed at these panels, this must be a good thing.
