This was originally written when I returned from GMB 2019, augmented with GMB items in 2020 and then some links and comments made about Boris Johnson&#8217;s Green New Deal. One issue I still can&#8217;t get to grips with is, what does the science say about the future of gas as a source of energy in the home? Anyway, here are my notes,\u00a0<!--more--><\/p>\n<p>In the Autumn of 2020, Boris Johnson stealing the Left&#8217;s &#8220;Green New Deal&#8221; label made an announcement on the UK Govt&#8217;s programme to combat climate change. This was reported,<\/p>\n<ol>\n<li><a href=\"https:\/\/web.archive.org\/web\/20230601163050\/https:\/\/www.climatechangenews.com\/2020\/11\/17\/boris-johnson-sets-10-point-plan-get-uk-track-net-zero\/\">https:\/\/www.climatechangenews.com\/2020\/11\/17\/boris-johnson-sets-10-point-plan-get-uk-track-net-zero\/<\/a><\/li>\n<li><a href=\"https:\/\/www.carbonbrief.org\/media-reaction-boris-johnsons-10-point-net-zero-plan-for-climate-change\">https:\/\/www.carbonbrief.org\/media-reaction-boris-johnsons-10-point-net-zero-plan-for-climate-change<\/a><\/li>\n<li>and the <a href=\"https:\/\/www.bbc.co.uk\/news\/science-environment-55179008\">NAO response<\/a> described its goals as a colossal challenge, reported by the BBC<\/li>\n<\/ol>\n<p>The Guardian writes on <a href=\"https:\/\/www.theguardian.com\/environment\/2020\/nov\/17\/the-key-areas-of-boris-johnsons-green-industrial-revolution\">the plan<\/a>, <a href=\"https:\/\/www.theguardian.com\/environment\/2020\/nov\/17\/boris-johnson-announces-10-point-green-plan-with-250000-jobs\">the detail<\/a>, and <a href=\"https:\/\/www.theguardian.com\/environment\/2020\/nov\/20\/pressure-grows-on-boris-johnson-over-uk-carbon-emissions-plan\">the gaps and criticism<\/a>. The <a href=\"https:\/\/www.cacctu.org.uk\/\">Campaign against Climate Change Trade Union Group<\/a> also critiques the plan, in a post, <a href=\"https:\/\/www.cacctu.org.uk\/green_industrial_revolution\">&#8220;\u2018Green Industrial Revolution\u2019? The poorest &#8211; particularly in the Global South &#8211; suffer most. Tackling climate change is thus indivisible from social, racial and economic justice.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Just 100 companies are responsible for the majority of carbon emissions; and the Conservative government is deregulating the fossil fuel industry and cutting support for renewables.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Labour has supported the youth strikes for climate and Extinction Rebellion, pushing the climate emergency up the national agenda. Congress\u00a0notes that the UK climate causes invariably a\u00a0heating crisis each winter, with uncertain supply\u00a0of gas as a vital UK energy resource.<\/p>\n<p>Congress believes that the UK\u2019s gas storage\u00a0requirement is woefully inadequate and not fit\u00a0for purpose, which by itself could cost jobs with\u00a0the very real possibility that industrial users will\u00a0be required to limit their usage of gas on an ongoing\u00a0basis.<\/p>\n<p>In the light of recent announcements over\u00a0previous months that some companies are\u00a0shelving energy storage projects, Congress\u00a0believes the Government must now step in\u00a0to defend our national interest to make sure\u00a0consumers and industrial users are protected\u00a0from volatile prices which insufficient storage\u00a0brings.<\/p>\n<p>Congress notes that in August 2018 Friends of\u00a0the Earth produced a report on home heating\u00a0agitating for gas to be replaced for home\u00a0heating in the UK.<\/p>\n<p>This Congress strongly opposes the call by\u00a0Friends of the Earth for the UK to close down the\u00a0gas industry and instead use electricity and\u00a0other systems for heating of homes in the UK.\u00a0The report called for closing down the gas\u00a0industry with the loss of tens of thousands of gas\u00a0workers jobs. It also called for every household\u00a0to rip out existing heating systems. Friends of the\u00a0Earth estimate that it would cost up to \u00a310,000\u00a0per household for new systems when existing\u00a0boilers and radiators and pipes are scrapped.\u00a0Energy bills for heating would treble. Massive\u00a0new energy sources would be needed to supply\u00a0probably four times more electricity than we\u00a0currently consume in the UK.<\/p>\n<p>In addition to these cost per household are the\u00a0costs of installing the huge expansion in energy\u00a0sources that would be needed to generate and\u00a0distribute electricity to heat homes. Estimates\u00a0vary but it is likely that electricity consumption\u00a0on home heating, even with maximum\u00a0insulation, to replace gas would expand by\u00a0capacity by more than 400% .<\/p>\n<p>Friends of the Earth don\u2019t like nuclear power\u00a0stations. The power, they say, would come\u00a0from intermittent sources like wind, solar and\u00a0other renewable energy sources, to generate\u00a0electricity to heat homes at three times the<br \/>\ncurrent price for gas. When the wind is not\u00a0blowing, then is the plan to switch off power\u00a0to factories and homes and to import power\u00a0from other countries and use not yet developed\u00a0sources?<\/p>\n<p>This is not a plan GMB members or the\u00a0electorate are likely to support.\u00a0Congress considers this to be a grossly\u00a0irresponsible and hugely expensive plan for the\u00a0UK energy mix.\u00a0Across the world, nuclear power stations,\u00a0renewables and gas as a transition fuel are seen\u00a0as the way to reduce carbon emissions as the\u00a0global economy moves to low and zero carbon\u00a0energy sources.<\/p>\n<p>Internationally gas is seen as a stepping stone\u00a0fuel to reduce carbon emissions as the global\u00a0economy transitions to low carbon energy\u00a0sources. In this international energy mix are\u00a0renewable energy sources, nuclear power\u00a0stations and gas for space heating. Global\u00a0warming is a global matter that only action on\u00a0a global scale can deal with it. The UK should\u00a0be part of the global policy response to the\u00a0global problem of global warming. Attempts\u00a0by organizations like Friends of the Earth for the\u00a0UK to unilaterally get ahead of the international\u00a0movement as a gesture to \u201cshow leadership\u201d\u00a0should be resisted as expensive and futile.\u00a0Congress rejects any unilateral action by the UK\u00a0to show leadership by closing the gas industry\u00a0as a very expensive and futile gesture.<\/p>\n<p>Congress welcomes the Just Transition\u00a0statement by the four energy unions including\u00a0GMB.<\/p>\n<p>Congress calls on the Central Executive Council\u00a0to strongly and sternly resist the imposition and\u00a0the attempts to levy these charges on hard\u00a0pressed GMB members\u2019 households and to resist\u00a0all attempts to close the gas industry and to\u00a0oppose closure of the gas industry on energy\u00a0and environmental grounds.<\/p>\n<p>Congress endorses previous GMB energy policy\u00a0priorities for reliable, reasonable prices and low\u00a0carbon energy sources with subsidies to be paid\u00a0from general taxation.<\/p>\n<p>GMB should campaign for a low carbon\u00a0economy with four basic principles: reliable,\u00a0reasonably priced , low and zero carbon energy\u00a0sources with subsidies to be paid to investors\u00a0funded from general taxpayers. GMB should\u00a0now focus on \u201chow\u201d we move to this low carbon\u00a0future in line with these principles.<\/p>\n<p>These huge decisions on the exact energy mix\u00a0and prices and who pays the subsidies should\u00a0be determined by government and Parliament\u00a0with households and taxpayers centre stage\u00a0in these discussions. It is time to add actual\u00a0substance to the call for a Just Transition.<\/p>\n<p>Congress calls on both the Government and the\u00a0Labour Party if in Government, to recognise that\u00a0in the real world, gas is going to be needed to\u00a0heat our homes as part of a diverse energy mix\u00a0whilst we transition to a lower carbon economy.<\/p>\n<h3>GMB &amp; Fracking<\/h3>\n<h4>386. FRACKING<\/h4>\n<p>1.\u00a0 This Congress recognises that there are now over 300 community groups opposing fracking in their areas and are demanding a say on the decision on exploration and extraction. Whilst our union\u2019s position on fracking was considered at Annual Congress held in Brighton in June 2018, since then a number of factors have changed or come to light of such significance and asks that Congress allows GMB members the opportunity to reconsider our position on fracking namely:<br \/>\n(a)\u00a0 \u00a0New evidence in the form of a Government report from their own Air Quality Expert how fracking has negative impact on air quality published July 2018<br \/>\n(b)\u00a0And the number of earthquakes since fracking began at Preston New Road in October 2018.<br \/>\n(c) New undemocratic planning proposals to bypass the democratic planning process of local authorities (\u201cpermitted development\u201d), consulted on between July and October 2018<br \/>\n(d)\u00a0\u00a0The growing number of countries that have banned fracking including since Congress 2018, the Republic of Ireland<br \/>\n(e)\u00a0\u00a0An alternative to maintain and creating jobs now being offered by the Labour Party when in government in addition to further study and work by Just Transition movement.<br \/>\n2.\u00a0\u00a0The branch therefore calls on Congress to:<br \/>\n(a)\u00a0\u00a0Support local groups opposing fracking in their area<br \/>\n(b)\u00a0\u00a0Call for full democratic involvement of local authorities in granting permission for exploratory and substantive drilling<br \/>\n(c)\u00a0\u00a0Recognise that fracking is a threat to the change to a low carbon economy and support the Labour Party and the Just Transition movement in involvement of all stakeholders in the change to a low carbon economy that benefits our members and protects the environment<br \/>\n(d)\u00a0\u00a0Support a cessation of drilling immediately where adverse environmental effects occur, such as poor air quality and seismic action<br \/>\n(e)\u00a0\u00a0To recognise the change and further evidence now in the public domain to reconsider its position and change policy to be in line with the rest of the trade union movement, the Labour Party, other countries and call for a ban on fracking.<\/p>\n<p>The previous policy is to support Fracking as part of a mixed energy sourcing strategy. This needs\u00a0 the CEC words supporting their recommendation.<\/p>\n<\/div>\n<h3>Autumn 2020<\/h3>\n<p>More on the GMB and the Gas industry,we seem to investing in the science<\/p>\n<ol>\n<li><a href=\"https:\/\/web.archive.org\/web\/20220813205451\/https:\/\/www.gmb.org.uk\/news\/labours-drive-retrofit-homes-must-not-rely-heat-pumps\">Labour\u2019s drive to retrofit homes must not rely on heat pumps<\/a><\/li>\n<li><a href=\"https:\/\/web.archive.org\/web\/20220520202825\/https:\/\/www.gmb.org.uk\/news\/torys-plan-ban-gas-boilers-ridiculous\">Tory&#8217;s plan to ban gas boilers &#8216;ridiculous&#8217;<\/a><\/li>\n<li><a href=\"https:\/\/www.gmb.org.uk\/news\/gmb-response-national-grid-future-energy-scenarios\">GMB response to National Grid future energy scenarios<\/a>, particularly interesting as it looks at national energy strategy<\/li>\n<\/ol>\n<p>And <a href=\"https:\/\/www.bloombergquint.com\/technology\/biden-won-t-ban-fracking-but-his-clean-grid-would-choke-gas\">an article at Bloomberg on the changing economics of Gas<\/a> in the USA and President-elect Biden&#8217;s response.<\/p>\n<h3>Hydrogen Economy<\/h3>\n<p>What is the science and politics behind the &#8220;hydrogen economy&#8221;.<\/p>\n<ol>\n<li><a href=\"https:\/\/londonlovesbusiness.com\/trade-unions-bosses-back-uk-hydrogen-jobs-boom\/\">https:\/\/londonlovesbusiness.com\/trade-unions-bosses-back-uk-hydrogen-jobs-boom\/<\/a><\/li>\n<li><a href=\"https:\/\/www.gov.uk\/government\/news\/uk-government-launches-plan-for-a-world-leading-hydrogen-economy\">https:\/\/www.gov.uk\/government\/news\/uk-government-launches-plan-for-a-world-leading-hydrogen-economy<\/a>\u00a0and a <a href=\"https:\/\/www.carbonbrief.org\/in-depth-qa-how-will-the-uks-hydrogen-strategy-help-achieve-net-zero\">comment from Carbon Briefing<\/a>.<\/li>\n<li>Carbon Briefing do <a href=\"https:\/\/www.carbonbrief.org\/in-depth-qa-does-the-world-need-hydrogen-to-solve-climate-change\">a for&amp; against review<\/a>.<\/li>\n<li>On Hydrogen, I found this, <a href=\"https:\/\/en.wikipedia.org\/wiki\/Hydrogen_fuel#Energy\">Hydrogen Fuel; Energy<\/a>\u00a0on the fabulous wikipedia.<\/li>\n<\/ol>\n<h3>Autumn 2021<\/h3>\n<p>There is what is maybe a short-term energy crises in the UK, caused by Brexit and leaving the common energy market, I made <a href=\"https:\/\/davelevy.info\/electricity-prices\/\">some notes<\/a> which includes a note on current primary energy sources. Source: https:\/\/en.wikipedia.org\/wiki\/Energy_in_the_United_Kingdom<\/figcaption><\/figure>\n<p>The TUC passed <a href=\"https:\/\/congress.tuc.org.uk\/c02-the-climate-emergency-defending-jobs-and-a-just-transition\/#sthash.0sy0TcRP.dpbs\">this motion<\/a> on Just Transition, which I summarise as more nukes now, move towards the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Hydrogen_economy\">Hydrogen economy<\/a> , invest in green manufacturing i.e. the infrastructure and clean steel. The driver for this is jobs which would be good. I say, &#8220;the original driver for nationalisation in the 40&#8217;s and 50&#8217;s was apart from workers\/public equity that the private sector won&#8217;t invest such vast sums of money for such long term gain; the profit horizons are too far away.&#8221; We have that problem today it would seem.<\/p>\n<p><em><strong>I need to add the Labour Party motions.<\/strong><\/em><\/p>\n<p>The question of nationalisation of the top 6 UK providers is a current debate with Labour&#8217;s front bench resisting this.
