The big problems for Labour in SCotland are its absence from debate on the Constitutional Question and thus the failure to offer more powers on benefits and taxation gives the SNP attack vectors on the proposals. The SNP arguments for independence are strengthened by the Tories decision to veto the Scottish Parliament&#8217;s Gender Recognition Act. Under the terms of the Convention, the UK Parliament will \u201cnot normally\u201d do so without the relevant devolved institution having passed a legislative consent motion.<\/p>\n<\/blockquote>\n\n\n\n<p>Interestingly the HoC Library <a href=\"https:\/\/commonslibrary.parliament.uk\/research-briefings\/sn02084\/\">paper on the Sewel Convention<\/a> has been <a href=\"https:\/\/commonslibrary.parliament.uk\/research-briefings\/cbp-8274\/\">replaced <\/a>as a result of the Govt&#8217;s need to ignore the Scottish and Welsh parliament&#8217;s withholding of consent. <\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>Were legislative consent to be withheld in relation to one or more of the relevant Brexit framework Bills, the UK Government would not be prevented, legally, from presenting the legislation for Royal Assent. To do so, however, would be a constitutionally unprecedented course of action, the Government having explicitly acknowledged that the convention applies to those Bills.<\/p>\n<\/blockquote>\n\n\n\n<h3 class=\"wp-block-heading\">Scottish Labour<\/h3>\n\n\n\n<p>Scottish Labour clearly aren&#8217;t.
