As ever, notes and links although I originally drifted a bit into the old opt-outs. I added some links about those programmes we have joined since 2020, and the glacial speed of the &#8216;reset&#8217;. I added [dynamic] links to my blog and wiki.<\/p>\n\n\n\n<!--more-->\n\n\n\n<a name=\"2025\"><\/a>\n\n\n\n<h3 class=\"wp-block-heading\">2025<\/h3>\n\n\n\n<p>Over the summer and autumn of 2025, UK in a changing Europe published three articles, on divergence, and progress in negotiating further changes after the May 25 Summit.<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><a href=\"https:\/\/ukandeu.ac.uk\/uk-eu-relations-alignment-by-stealth\/\"><\/a><a href=\"https:\/\/ukandeu.ac.uk\/reports\/uk-eu-divergence-tracker-q4-2024-q2-2025\/\">UK-EU<\/a> relations alignment by stealth\/ in July 2025, after the summit. They describe it as stealth, I describe it as one agency at a time. <\/li>\n\n\n\n<li><a href=\"https:\/\/ukandeu.ac.uk\/reports\/uk-eu-divergence-tracker-q4-2024-q2-2025\/\">UK-EU divergence tracker q4 2024-Q2 2025<\/a>, their report landing page. They believe that we have rejoined 21 programmes. <\/li>\n<\/ol>\n\n\n\n<p>And on the reset negotiations, <\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><a href=\"https:\/\/ukandeu.ac.uk\/explainers\/the-uk-eu-reset-six-months-after-the-summit-where-are-we\/\">The UK-EU reset six months after the summit where are we<\/a>, a very mechanical description of the processes, I say, overoptimistic on mood, probably spot-on on money although it ignores the eight infringements.<\/li>\n<\/ol>\n\n\n\n<p>To their list, we can <a href=\"https:\/\/www.theguardian.com\/world\/2025\/dec\/16\/uk-to-rejoin-eu-erasmus-student-exchange-programme\">add Erasmus+<\/a>, announced on the 16th Dec, the student exchange scheme, and <a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/cwywr089l7vo\">the Commons vote in favour of joining the customs union<\/a>, on 9th Dec 2025.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">2023<\/h3>\n\n\n\n<p><a href=\"https:\/\/twitter.com\/AntonSpisak\">Anton Spisak<\/a>, <a href=\"https:\/\/twitter.com\/AntonSpisak\/status\/1674085096402321410?s=20\">considers <\/a>the changes or at least hints about it, I hope he keeps his promise to write something, although he seems to be one of the pessimists, probably because he still wants some of the opt-outs. My first take on the opt-outs is in an article entitled, <a href=\"https:\/\/davelevy.info\/brexits-over-its-just-about-the-mopping-up-now\/\">Brexit&#8217;s over, it&#8217;s just about the mopping-up now<\/a>, and a second go in &#8220;<a href=\"https:\/\/davelevy.info\/mercantilist-acquiescence-is-not-enough\/\">Mercantilist acquiescence-is not enough<\/a>&#8220;, in which I argue giving up on the opt-outs is an important step in proving our willingness for a proper relationship.<\/p>\n\n\n\n<p><a href=\"https:\/\/twitter.com\/nialloconghaile\">Niall O&#8217;Conghaile <\/a>also writes trenchantly on twitter, making I think similar points. I am not sure if he&#8217;s saying it&#8217;s unlikely we&#8217;ll rejoin, or we won;t until we recognise the interests of the new EU and its member states. <\/p>\n\n\n\n<p>Here&#8217;s Richard Corbett, at an AEIP meeting, he&#8217;s more optimistic,<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"The Path to Rejoin with former MEP Richard Corbett and Laura Parker\" width=\"1099\" height=\"618\" src=\"https:\/\/www.youtube.com\/embed\/wIYmTvmvG84?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<p>The EU have <a href=\"https:\/\/eur-lex.europa.eu\/statistics\/2022\/legislative-acts-statistics.html\">a page, describing the legislative changes<\/a> since the UK left.
