The first lesson in my Stats undergraduate class 45 years ago is that histograms should have a (0,0) bottom left hand corner. Pretty certain it has not changed.

Well if it is a histogram from a frequency table then it should start at a 0 frequency as far as I am aware. What are you referencing?
