Last year at #Lab25, the reference backs submitted were not put to Conference. Here are the rules and procedural guidance that says they should. It would seem that the CAC seeks to avoid votes and moving speeches.
The Delegates Briefing promises that the CAC will publish the relevant reference backs in the daily report. CAC2 does not contain these references and I understand that no reference backs were called this a.m.
If someone wants to make a point of order, then these rules below or overleaf apply,
C3.III.2.G. Party conference shall consider policy reports and draft reports as part of the rolling programme, the NPF report, the NEC annual report, NEC statements and development strategy. Conference has the right to refer back part of any document without rejecting the policy document as a whole. Conference shall also consider constitutional amendments and contemporary motions or emergency resolutions submitted and accepted. It shall not consider any business unless recommended by the NEC or the CAC. At any special session of Party conference, the NEC shall determine the business to be conducted.
Also
C3.III.3.A Voting at Party conference on resolutions, reports, amendments, proposals and references back shall be by show of hands or, when the conditions laid down by the CAC require it, by card.
And from the Delegates Briefing,
All the reference backs that have been successfully submitted will be presented within the relevant daily CAC Report.
During the applicable debate, the Chair will call the delegate from the organisation that has submitted the reference back to move it from the podium. The delegate will have one minute to explain:
a. Which precise section of the document they wish to refer back; and
b. Briefly outline the reasons they wish to do so.
The Chair will then ask for speakers on the Reference Back.
How will delegates vote on reference backs?
At the end of the session the Chair will ask Conference if the Reference Back is agreed.
The Chair will look to agree issues by consensus where possible. If this is not possible the Chair can call a vote. It will be at the Chair’s discretion as to whether this is done by show of hands or whether a card vote is necessary.
