I am preparing a blog article on the Investigatory Powers Act and the CJEU ruling on DRIPA and one issue that comes up is, “What is a serious crime?”. I have looked it up and find the UK’s definition appallingly low. I wonder what others think?

I have asked a couple of people and they start with acts that cause physical harm to others although this might exclude intimidating behaviour and stalking . Crimes against property are considered of less importance, but opinion is divided, with some considering burglary of a person’s property, particularly if the occupier is present to be verging on the serious, while grand theft from companies has more tolerance shown.
