Open a non-profit account, use pay pal’s tools to generate the HTML, include it in your web page. Bosh! Loadsamoney, well, maybe not.

One might need to be very careful about how one engages with Paypal and document one’s non US tax status explicitly, carefully and accurately. Both charities and political parties have compliance regimes, they may need to be documented.
