Reference Back[s]

It seems that NPF reference backs are to be allowed this year; I am unsure how to make them, there maybe a form. This blog article quotes the rule that applies. Only one reference back per policy commission from each organisation is permitted with a maximum of four per organisation. Reference backs should be submitted to the CAC by 5pm, 11 September by emailing cac@labour.org.uk. They should include, which precise section of the document they wish to refer back; and briefly outline the basis upon which they wish to do so.

Contemporary motions

Motions need to be ‘contemporary’ and thus refer to events post the 8th August. I will try and capture events that might act as ‘hooks’ for motions.

  1. UK taxpayers on hook as failed Cumbria coalmine investors sue government, on ISDS, trade agreements, climate change and at a stretch Brexit.
  2. Press release: More than 200 organisations sign open letter in response to anti-refugee protests a statement from Labour movement leaders and pro-migrant and anti-racist campaigners, a hook on immigration and fighting the far-right.
  3. Council applies for injunction over asylum hotel , another hook on pro-migrant and anti-racist campaigns. The events have been superseded as the injunction has been struck down.
  4. On 1st September, 2025, Yvette Cooper made yet another immigration policy announcement, most startlingly, prohibiting, refugees, who enter the country irregularly from bringing their family with them: reported by the Guardian & BBC.
  5. EU citizens awaiting UK residency status have right to travel, Home Office told in the Guardian highlights HMG’s failure to fairly implement the withdrawal agreement. Another hook on Brexit and MIgrants.
  6. And Retail shipments between Northern Ireland and the rest of UK plummet from Businessplus, an Irish site, on GB/NI trade, which pertains to the withdrawal agreement, the windsor framework

Momentum

Their motions are recommended at in this document, Contemporary Motions Conference 2025 and they have four template motions, on Tackling Child Poverty, Restoring Trust in the EHRC, Supporting Refugees and opposing racism, and Meaningful action against Israel’s atrocities in Gaza.

LCFM

The LCFM have a recommended the following, Put migrants’ rights on the agenda at Labour Conference 2025 although they mean 2025.
