The Government seems to ignore that modern growth theory suggests that GDP growth is dependent on Human Capital and that the current funding scheme discourages citizens and residents from going to University. Our University system is being funded by overseas students, and many of the postgraduate places and research posts are filled by overseas students and workers and many EU researchers have gone home because of Brexit.
